Jae-pil leads an exemplary prison life hoping to be included on the Special Pardons list and released. After stealing bread and not being able to produce his ID to the police, Moo-suk is sent straight to jail. Feeling that his charges are unjust, Moo-suk makes numerous, unsuccessful escape attempts. Finally he completes an escape tunnel. Jae-pil appears out of nowhere and joins in. Looking at their first early morning paper from the outside, they discover their names are on the Independence Day Special Pardoned Releases list, and realize they must break back into jail.
